Habersham Little League Local Rules
All games are played according to the rules found in the Official Little League Rules and with the following local league rules.
Regulation VII (f) For all Tee Ball (no official standings shall be kept)
- Managers and coaches (or a volunteer parent) are to be used as umpires. Umpire will declare ball dead when play has stopped.
- League may use base paths of less than 60 feet.
- Dugout personnel shall consist only of players, one manager, two coaches, and one team parent.
- Place all players in defensive positions. Pitcher must remain In contact with pitching rubber until ball is hit. Infielders should remain in infield and outfielders should remain in outfield during all Plays (max of 5 infielders plus 1 pitcher).
- Batting order consists of entire order. Late arriving, players are put at end of batting order. No Penalty for batting out of order, except that correction should be made when discovered.
- Game consists of 3innings or 50 minute time limit.
- The offensive side is retired when all players have batted around.
- Runners must stay on base until ball is hit. Runners may advance on hit ball until no play is being made or acting umpire calls time.
- Foul ball if (a) the batter hits the tee with the bat causing the ball to fall or if (b) the ball travels less than 15 feet.
- Bunting is not permitted. Batters must take a full swing or must return and swing again.
- Batter who throws or slings bat after hit will be declared out; ball is dead and runners return to base.
- Coaches should encourage players to throw or roll ball to a base to retire a runner rather than running across the field with the ball.
- Overthrow on any attempted play at a base, the runner or runners may advance at their own risk but only one base.
- When player is out they must return to the dugout.
- There will be no forfeits. Games shall start on time and teams will play regardless of player count. Any player arriving late shall be placed at the end of the batting order.
- No tobacco on or near field, or in dugouts.
- Each team is responsible for cleaning out the dugouts and spectator areas after each game.
- In order for a child to be eligible to play ball, child must be registered and be on the official roster for little league.
The Habersham Little League Tee Ball program is a training process by which young players can develop and practice fundamental baseball skills, and receive maximum enjoyment from the experience. The young players benefits in several ways hitting from a tee. The player has the opportunity to develop hand-eye coordination and swing technique without fear of being hit by a pitched ball, and the defensive team is allowed more opportunities to develop fundamental fielding skills.
The key to a successful Tee Ball program is the adult leadership. Adult leadership must reflect positive and constructive direction tempered with patience. The learning experience must be fun coupled with developing fundamental skills of hitting, throwing, fielding and running. Remember, the value of Tee Ball is in the enjoyable learning experience.

- The offense is retired when all players have batted around.
- During play an offensive coach will deliver four pitches to the batter. If batter fails to put ball into play, a tee will be set up and batter hits ball from tee. (NO STRIKE OUTS)
- When the ball is batted into play, the pitching coach shall immediately move into foul territory and remain there until play stops.
- Offensive coaches may be positioned at 1st and 3rd coaches' boxes and near the Batters box to assist in positioning batter and returning missed pitches.
- Runners must stay on base until ball is hit. Runners may advance on hit ball until no play is being made or umpire calls time.
- Foul ball if the ball travels less than 15 feet from home plate. Bunting is not allowed. Batter must take a full swing at ball.
- Batter who throws or slings a bat will be declared out; ball is dead and runners must return to original base.
- Coaches should encourage players to throw or roll ball to a base to retire a runner rather than running across the field with ball.
- Overthrow on any attempted play at a base; the runners may advance at their own risk but only one base.
- When a player is declared out, they must return to dugout.
- There will be no forfeits. Games shall start on time and teams will play regardless of player count.
Return to Divisions
- All players on the roster are placed in the batting order. (Continuous batting order)
- Dugout personnel shall consist only of players, manager, two coaches, and one team parent.
- There will be nine defensive positions, with three outfielders.
- All players must play a minimum of six defensive outs. No player shall sit out more than one consecutive inning. Starting players and substitutes may enter and re-enter as needed in order to fulfill this requirement.
- Offense is retired when 3 outs are recorded or when play has ended after 6 or more runs have scored.
- In AA Baseball the first three innings a pitching machine will deliver the pitches. The remainder of the game will be played with the player pitchers.
- While machine is in use, a batter is out after 3 strikes, or after a maximum of 5 pitches. A foul ball after 2 strikes entitles the batter to another pitch. An offensive coach shall operate the machine with the umpire calling from behind home plate.
- While playing kid pitch, pitchers can pitch one inning per game with a maximum of three innings during a calendar week. However; pitcher cannot pitch consecutive innings regardless of rest. The umpire will call balls and strikes. (4 balls = walk, 3 strikes = out)
- During all play, the ball will be played "live" until the umpire declares it "dead". Stealing is allowed after the ball crosses the plate in player pitch only.
- A batted ball that strikes a coach or pitching machine before contacting a player becomes dead. The batter is awarded first base, and other runners remain on their bases unless forced to advance.
- One defensive coach (1 max) may be positioned in foul territory of outfield.
- First and third base coaches are not to interfere with the runners while the ball is in play. Coaches must remain in coach's box.
- When a batter bats the ball into play, the pitching coach shall immediately move into foul territory and remain there out of the way until the umpire declares the ball dead.
- If a batter throws or slings a bat after hitting the ball, play shall continue. When all action has stopped, the offending batter and team shall be issued one warning by the umpire. Any subsequent offense, the umpire shall remove the offending player from the game after play has stopped. All bases earned and runs scored shall be counted. There is no automatic out; however, the offending player will be removed from a base with no substitute runner.
- No inning shall start 80 min after the starting time of the game.
- 10 run rule is in effect (Rule 4.10e)
- No protests are allowed.
- There will be no forfeits. Games will start on time and teams will play regardless of player count. Any late arriving player will be placed at the end of the batting order.
Return to Divisions

- All players must play a minimum of six (6) defensive outs. More participation is strongly recommended. Free substitution is permitted with
- no player spending consecutive innings on the bench.
- Offense is retired when 3 outs or when play has ended and 6 or more runs have scored.
- 10 run rule is in effect (Rule 4.10 e)
- If a batter throws or "slings" a bat after hitting the ball, play shall continue. When all action has stopped, the offending batter and team shall be issued one warning by the umpire. For any subsequent offense, the umpire shall remove the offending player from the game after all play has stopped. All bases earned and runs scored shall be counted. There is no "automatic out", however the offending player will be removed from a base with no substitute runner.
- For games played on weeknights, no inning shall start 85 min after the scheduled starting time (i.e., for 6:00 P.M. games, no inning shall start after 7:25 p.m.). Any protests must be resolved on the field before play can resume. All umpire decisions are final.
- If a game is called because one team cannot place nine players on the field before the game begins, this shall not be grounds for automatic forfeiture, but shall be referred to the Board of Directors for a decision as to whether to re-schedule the game. If a team has 9 or more players present, a starting line-up must be turned in on time. A game will not be called until at least 15 min past the scheduled starting time.
- AAA Softball game may begin with a minimum of 6 players present.
- No tobacco on or near fields, or in dugouts.
AAA Baseball/Softball Points of emphasis:
All games are expected to start on time. If time permits, the visiting team may take infield practice first, and will clear the field at approx. 9 min before the scheduled start. The home team may then take the field and take infield until 3 min before game time. At that point all teams should be in the dugouts and get ready to play. A 6:00 p.m. game means that the game will start at 6:00 p.m., not that coaches should start taking infield at that point. If you want your players to play a full game, then start on time. Please remember that only players can warm up pitchers in the bullpen or on the field.
At 3 min before game time the managers will meet with the umpires to exchange line-ups. Both managers are expected to have 3 copies available: 1 for the opposing manager, 1 for the umpire, and 1 for the official scorer, No game will start with less than 9 players. If a team has 9 or more players present, a starting line-up must be turned in on time. The umpire will not wait for the tenth, eleventh, or twelfth player to arrive. Once a line-up is turned in to the plate umpire, it becomes official. Remember the 1-minute time between innings. Have your players hustle on and off the field. Your pitcher is allowed up to 8 warm-up pitches each inning, but only if the a catcher shows up on time. If your catcher is putting on equipment, have another player get the mask and mitt and warm-up the pitcher. The umpire will put a batter in the box after I minute regardless of the number of warm-up pitches, (If a new pitcher is announced, of course, he will be allowed to throw warm-up pitches). An extra minute or so squandered each time the teams change sides will waste 10-20 minutes of valuable playing time during the course of a 6 inning game.
If a volunteer official scorer is present, they will keep the official scorebook. If no volunteer is present, the home team will keep the official book. The official scorer will sit in the press box or near the backstop, all questions relating to the batting order and the umpire and the official scorer will handle the scorebook, and the plate umpire's decision will be final. Managers are expected to inform the plate umpire of all substitutions. The plate umpire will announce the substitutions to the 'official scorer. Please remember to follow this procedure and don't get slack on this matter as it may end up causing you or your team problems.
- 1" and 3" base coaches are not to interfere with the runners while the ball is in play. Coaches must stay in coach’s box. Make sure the player coach at 1" or 3" base has a helmet on a remains in a safe area during defensive team warm up between innings.
- Players cannot call time - they can request time only if all runners have stopped. Only umpire can call time.
- Only players are allowed to warm-up pitchers anywhere in the park. A coach will not be allowed to catch while a pitcher warms up. Catchers must wear masks at all times while warming-up pitchers.
- Players must keep their helmet on until in the dugout.
- Managers and Coaches should remain in dugout until umpire calls time. Any Manager or Coach who leaves the dugout without permission is subject to warning or ejection.
- Managers should not tolerate any taunting, or any other unsportsmanlike acts involving coaches, players, or spectators. Each team is responsible for cleaning out the dugouts and spectator areas after each game.
Return to Divisions
- 10 run rule is in effect (Rule 4.10e)
- If a manager knows 24 hours prior to game time that he will not be able to field a team of nine players, and the reasons are justifiable, he may contact the board of directors to request that the game be rescheduled. The board will determine if the game shall be rescheduled. If a game is called because one team cannot place nine players on the field before the game begins, this shall not be grounds for automatic forfeiture, but can be referred to the Board of Directors for a decision as to whether to re-schedule the game. The manager must make a request that the game be rescheduled within 24 hours after game time. The Board of Directors will then make a decision regarding whether the game is rescheduled. If a team has 9 or more players present, a starting line-up must be turned in on time. A game will not be called until at least 15 min past the scheduled starting time.
- If a pitcher hits three (3) batters in the same inning, that pitcher shall be removed from the mound, but may remain in the game. In case the offending pitcher is the fifth pitcher of record, this removal shall be considered the same as an injury for purposes of rule application.
- If a batter throws or "slings" a bat after hitting the ball, play shall continue. When all action has stopped, the offending batter and team shall be issued one warning by the umpire. For any subsequent offense, the umpire shall remove the offending player from the game after all play has stopped. All bases earned and runs scored shall be counted. There is no "automatic out, however the offending player will be removed from a base with no substitute runner.
- If a manager wants to protest a game because of an alleged violation or interpretation of a playing rule, use of an Ineligible pitcher or the use of an ineligible player, a protest report must be filed with the league president within 24 hours after the protested game ends, and must be accompanied by a $25.00 fee. If the protest is allowed, the game will be resumed from the point of the infraction and the fee will be refunded. If the protest is not allowed, the game will become official and the fee will be deposited into the league's general fund. All decisions of the protest committee will be final.
